こんなのがhttp://popowa.com/をたたくと出たのでなんだ！？と思っていたけど、

/etc/apache2/sites-availables/default
の設定で

RedirectoMatch ^/$ index.html

をコメントアウトしたら普通に/var/www/下にあるindex.htmlを表示。

シンプルが一番だ。
